I have always found it curious that scholars who would never think of publishing a conclusion without argumentation buttressed by supporting evidence will shroud in secrecy ostensibly objective decisions about academic tenure. It is difficult to justify such actions in uncontentionous cases. When the facts are in dispute, it is unconscionable.
